Mamrayev Beibut Baymagambetovich (born in 1957) is a state and public figure. Deputy of the Majilis of the Parliament of the Republic of Kazakhstan of the VI convocation, Chairman of the Committee on Socio-Cultural Development. Doctor of Sciences, Professor, full member (academician) of the International Economic Academy of Eurasia (2010), full member (academician) of the Academy of Pedagogical Sciences of Kazakhstan (2015). Has a diplomatic rank.
Author of more than 200 scientific papers published in the country and abroad. A well-known specialist in the field of comparative studies and literary history, strategic management in education and science. He actively collaborated with the universities of Nanterre (Paris-10) and the Sorbonne (Paris-3). Under the guidance of the scientist, dissertations were defended, including by citizens of Russia and China. He is one of the authors of the multi-volume history of Kazakh literature, the history of the literature of the Turkic peoples, published in Turkey, a member of the editorial board of the 100-volume publication «Бабалар сөзі».
He started his career as a worker in 1973. He is a graduate of Karaganda State University. In 1980, he was invited as a teacher to the Karaganda Cooperative Institute of the Central Union.
In 1986, he completed full-time postgraduate studies at the Abay Kazakh Pedagogical Institute ahead of schedule and defended his Ph.D. thesis. He worked as an associate professor at Karaganda State University.
In 1989, he moved to the National Academy of Sciences of the Republic of Kazakhstan for scientific research activities. He held senior positions at the M. O. Auezov Institute of Literature and Art.
In 1998, he defended his dissertation for the degree of Doctor of Philology. In 2000, he was awarded the scientific title of professor. At the invitation of Academician Zeynulla Kabdolov, he worked as a professor at the Department of Literature of the Al-Farabi Kazakh State University.
In 2000-2004, he headed the education and science sector, then the Social Policy Department of the Internal Policy Department of the Presidential Administration of the Republic of Kazakhstan. He took an active part in the development of State programs in the field of science, education, culture («Мәдени мұра»), sports and tourism, healthcare, housing construction development.
In 2004, he was sent to the diplomatic service. He was an Adviser-Envoy of the Embassy of the Republic of Kazakhstan in the Russian Federation. On behalf of the Head of State, under the leadership of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation K. E. Kusherbayev, important humanitarian and cultural projects were implemented during this period of work-monuments to the great Kazakh poet Abay Kunanbayev and Hero of the Soviet Union Aliya Moldagulova were installed in Moscow, Heroes of the Soviet Union Bauyrzhan Momyshuly and I. V. Panfilov were installed in Volokolamsk, the Abay Institute was opened at the Embassy of Kazakhstan in Moscow.
In 2006-2008, as a State Inspector of the Presidential Administration of the Republic of Kazakhstan, he actively worked on the implementation of economic policy and the development of the regions of the republic.
In 2008-2012-Rector of the S. Amanzholov East Kazakhstan State University.
In 2012-2016, he was the rector of the Kh.Dosmukhamedov Atyrau State University   Dosmukhamedov".
In 2014, he completed a scientific internship in the United States, at the University of California, Berkeley.
The activity of the rector, Professor B. Mamrayev, can be described as the activity of a crisis manager. The universities led by him were among the outsiders of higher education in the republic. The right choice of strategic management, retraining of teachers and university staff in leading research and educational centers in the UK, Switzerland, Italy, Poland, Germany, the development of cooperation, the invitation of professors from universities in the UK and continental Europe, Asia to give lectures, the effective use of international student programs (Erasmus, bilateral agreements) allowed to raise the level of training in universities and their rating.
He paid special attention to the quality of education, the development of scientific research and the integration of universities into the world educational space. During his activity, the rector improved the work of the EKSU branch in Mongolia (Bayan-Ulgey), improved the material and technical base, and the quality of educational programs. Since 2010, at the initiative of the rector and with the support of the Ministry of Education and Science, the Government of Kazakhstan has allocated 25 state grants for the training of students from Mongolia.
As the head of universities, B. Mamrayev was actively engaged in the promotion and popularization of Kazakh culture, history and language abroad. Abay centers were opened in the border universities of the Russian Federation, China and Mongolia. He was a member of the Audit Commission of the Council of the Eurasian Association of Universities (Moscow). He donated about 3 thousand copies of books from his personal library to the libraries of the universities that he led.
During the years of work in the regions, he actively participated in public and political life. He was twice elected a deputy of the regional Maslikhat of East Kazakhstan Region, heading the budget commissions. He headed the Public Council for Combating Corruption at the East Kazakhstan regional Branch, was the chairman of the Public Council of the Department of Internal Affairs of the Atyrau region.
B. Mamrayev's active socio-political activity was awarded the medal of the NDP "Nur Otan" «Белсенді қызметі үшін» (2011).
He was awarded the Order "Kurmet" (2011), Thanks to the President of the Republic of Kazakhstan N. Nazarbayev (2007, 2011, and 2015).
