Idrisov Salamat NurmukhanULY  was born on February 9, 1974 in the village of Orlik, Indersky district, Guryev region (now Atyrau).

Higher education, graduated from Atyrau State University named after H. Dosmukhamedov in 1996 with a degree in Mathematics and computer science.

He started his career in 1996 as a teacher at the Department of "fundamentals of Computer Science and computer technology" of Atyrau State University named after  kH. Dosmukhamedov.

1998-senior lecturer of the Department" Computer Science and new information technologies in teaching".

2000-director of typography of the University, head of the Printing Department of the Center for new information technologies, which was reorganized in December of the same year.

2003-director of the Center for new information technologies.

2006-awarded the academic title of associate professor of the Department of Informatics of Atyrau State University named after H. Dosmukhamedov.

2009-Dean of the Faculty of Physics, Mathematics and information technologies

2011-director of the Information Technology Center.

2012-Dean of the Faculty of distance learning.

2013-director of the administrative and economic department, dean of the Faculty of distance learning

2015-Dean of the Faculty of distance learning.

Since 2016-acting vice-rector for scientific work.

On March 31, 2009, in order to obtain the degree of candidate of Pedagogical Sciences in the specialty 13.00.01-general pedagogy, pedagogy and history of Education, ethnopedagogics, the joint dissertation Council on the topic "pedagogical conditions for the formation of Information Culture of students in the educational process of a higher educational institution" defended a dissertation on May 21, 2009.

In 2012, as the holder of the future international scholarship of the president of the Republic of Kazakhstan, he completed a three-month scientific internship and received a certificate at the Montreux School of Business in Montreux, Switzerland. In this scientific internship, he improved his knowledge in 10 courses. These are Swiss culture & economy, Entrepreneurship, Leadership, Strategic Management, Human resource management, Creativity & Innovation, Banking and portfolio courses, etc.

In 2014, he received the certificate “international Leadership for Education” from the International Center for Education & Technology (USA) and Association of Higher Education Institutions (Republic of Kazakhstan).
