TRANSITION TO UNIVERSITY AUTONOMY IN KAZAKHSTAN

Within the framework of the decentralization policy of the Republic of Kazakhstan, politicians and University leaders are looking for a strategy of greater institutional autonomy. A similar system, as in the United States, was proposed as one of the options for improving the quality of higher education, but the historical and social context of the United States is completely different than in Kazakhstan.
On the other hand, Kazakhstan has joined the Bologna process and is implementing higher education reform in accordance with the system used in the EU countries.
